On the one hand, he wants to rationally measure 'governance' and its improvements, presumably moving to something a bit more Weberian. On the other hand he feels he has to reward that with a cash prize that only a big man can afford. He comes to Dar and has to bring his own entertainment, that only a big man can afford.
